Carriers may freeze or limit Short Code provisioning activities throughout the year at their discretion.  Please refer to the table below for the current Short Code Provisioning status by the carrier.

Verizon will not have a short code provisioning window on the week of April 28th. They will resume the following week, on May 5th.
