Is there a CTIA or messaging industry per number rate limitation on toll-free?

No. There are no CTIA or industry restrictions on the use of toll-free phone numbers for high volume sending use cases such as alerts, PIN Codes, reminders, etc. Similar to short codes, toll-free messaging isn't throttled on a per-phone-number-outbound basis. Bandwidth does have an account rate limits based on your contracted volumes.
