Why am I charged for inbound and outbound toll-free messaging, but not for local phone number inbound SMS?

Local numbers and messaging is presumed to be conversational and low volume. This is a very different use case and model when compared to toll-free messaging. Toll-free messaging is application to person (A2P) – much like short codes. In this case, wireless operators charge in both directions.
